EAST VINCENT TOWNSHIP
CHESTER COUNTY, PENNSYLVANIA

PUBLIC NOTICE IS HEREBY GIVEN, pursuant to Section 908(1) of the Municipalities Planning Code (“MPC”) that the Board of Supervisors of East Vincent Township, Chester County, Pennsylvania will hold a public hearing on Monday, April 20, 2026 commencing at 6:30 p.m., prevailing time, at the East Vincent Elementary School located at 340 Ridge Road, Spring City, Pennsylvania 19475, to take evidence and public comment concerning the following:

THE CONDITIONAL USE APPLICATION OF PENN HURST HOLDINGS DE, LLC.
The properties at issue are identified as Chester County UPI Nos. 21-1-92.7, 21-7-76, 21-1-92.B, 21-1-91, 21-1-92.9, 21-1-92.10, which total approximately 123.07 acres, more or less, and are more commonly referred to as 1205 Commonwealth Drive, Spring City, PA (“Parcels”).  The Parcels are located within the IMU-Industrial Mixed Use District of the Township.  Applicant, Penn Hurst Holdings DE, LLC requests Conditional Use approval under Section 27-2802.3.E and Section 27-1901 of the East Vincent Township Zoning Ordinance, as amended, for the proposed development of the Parcels as a planned commercial development comprised of data centers, a guard building, power generation and battery storage area, substation area, and related improvements.
Upon conclusion of the hearing, the East Vincent Township Board of Supervisors is expected to render a decision on the Applicant’s request for Conditional Use approval in accordance with Sections 908(10) and 913.2 of the MPC.

Copies of the application documents are available online at www.eastvincent.org and may be examined or obtained at the East Vincent Township municipal building located at 262 Ridge Road, Spring City, PA 19475, during normal business hours, Monday through Friday 8:00 AM to 4:00 PM.
The hearing will be broadcast by the Township via Zoom Live Stream. All persons desiring to be heard may attend and be heard. Any persons wishing to obtain party status must submit an application for party status, in writing, before the start of the hearing using the Township’s conditional use party status application form.  The conditional use party status application form can be found online at www.eastvincent.org or copies may be obtained at the East Vincent Township municipal building located at 262 Ridge Road, Spring City, PA 19475 during normal business hours, Monday through Friday 8:00 AM to 4:00 PM.  Please take notice, in-person attendance is required to participate as a party to a conditional use hearing.  Exceptions may be considered on a case-by-case basis upon good cause shown and limited to circumstances beyond an individual's control that make in-person attendance impossible. Please take notice, in the interest of safety, to ensure an unobstructed view and safe passage of hearing attendees, and to otherwise avoid disruption to the business of the hearing, signs, posters, banners, and/or other display material are prohibited.
